High-risk offender charged with breaching conditions
Police have charged a man who was deemed a high-risk to reoffend with breaching a long-term supervision order.
On February 20, 2020 Halifax Regional Police issued a media release to advise the public that a high-risk offender was residing in the Halifax-area. John Francis Normand Dionne, 52, was released from Dorchester Penitentiary after completing a sentence for kidnapping-unlawful confinement and personating of a peace officer.
Dionne is subject to a long-term supervision order that requires him to follow strict conditions. Police have been regularly monitoring his compliance with these conditions. On July 26 at approximately 11 a.m. officers arrested Dionne at a business on Akerley Boulevard in Dartmouth when they found him to be breaching the conditions of the order.
Dionne is scheduled to appear in Dartmouth Provincial Court today to face one count of breach of a long-term supervision order and seven counts of breaching the conditions of a recognizance.
