Upcoming traffic disruptions in support of the Cogswell District project

The Halifax Regional Municipality is advising residents of a series of traffic disruptions along Upper Water Street during the upcoming construction season. This work is needed to facilitate the final year of construction for the Cogswell District project.

Work details: These disruptions are necessary for the installation of final underground infrastructure and the reconstruction of Upper Water Street, which will include:

  • realignment of the intersection at Barrington Street;
  • increase in street grade; and
  • construction of a new roadway with bike lanes, sidewalks, trees and widening to four lanes.

Traffic impacts: To complete this work, the following traffic impacts are expected:

  • April 14 to May 5 – Upper Water Street will be closed at Barrington Street.
  • April 19 to 22 – The intersection of Upper Water and Cogswell streets will be closed.
  • Early May (exact dates TBC) – Traffic will be moved onto the newly constructed west side lanes of Upper Water Street and the existing east side lanes will close.
  • Mid-June to early July (exact dates TBC) – Traffic along Upper Water Street will be reduced to a single lane with stop-and-go traffic control for a period of time.
