➡️ Under control:
Fires are contained and not expected to move, but still not out.
➡️ Held or being held:
Fire is not likely to move as long as conditions don’t change, but it is still out of control.
➡️ Contained:
Fire is surrounded by either natural breaks (like a road, lake, or river) or firefighting tools like trenches and fire hose.
